In my company there is no such application to apply specifically to get PPO, every intern is eligible for a PPO. The main decision comes once the person gets the PPO, whether to accept it or not. For me it was an easy choice since I had really liked my work during the internship with the firm, the work culture was pretty impressive, the package offered was also decent enough and moreover, it is a Day1 Slot1 firm if I had rejected the PPO I would have to sit for only a handful of companies which offered a better package than GS. I guess these factors one should keep in mind while deciding whether to accept the PPO or not.
Don’t work in the firm for getting a PPO, work for learning something new, and enjoy your work. This really helps, also be confident and always be ready to ask any kind of doubts you have been facing in your work, this is not some college or school, apart from doing hard work one also should know how to show it to everyone that you have done the work and be interactive with your colleagues and seniors.
In Goldman Sachs there are no special interviews for availing a PPO; they do a continuous review of your work based on inputs from the mentors and project managers. There are a mid-presentation and end presentation based on the project work which is also included in the evaluation so in short, the evaluation is continuous.
In my case, the decision was majorly based on sincerity and work quality since my internship was work from home, interaction with the seniors more or less was the same for every intern. But having interaction is also important since it is not college/ academic life, here you
to continuously be involved in meetings, need to give new ideas for the firm’s growth so yeah one needs to balance both the work and relationship with seniors but again sincere work should be the priority for internship

There are many, most importantly the quality of work you have done than thinking ability, presentation skills, interaction with seniors/mentors/buddies in the firm.
My team had 3 interns including me all of us had to work on the same big project related to SDE, other than me, my other 2 colleagues were from the CS branch so for them, the work was much easier and I being from a non-cs/ cs related branch, had to work a lot but in the end, I was able to do produce accurate results than the other two and with this, my seniors were quite impressed this was an edge I had over my colleagues.
As far as I know, this depends on the company’s budget. It changes every year. I don’t have much knowledge about this.
